There's no consistency...each State, City, region treats the pandemic differently.

There's no consistency...each State, City, region treats the pandemic differently. That's the impression I get when watch Trump on the news. It's very much "we" and "they". When he says "we", does he mean D.C.?

When he says "we", does he mean D.C.? It's our structure. We're a republic, so any power that isn't officially given to the Federal government falls under state control. Trump can encourage certain activities, but has no official power to enforce them; although he has the power to punish states that don't comply (for example, withholding certain funds). Specifically, he has no power to force Americans to stay home; that falls to States, Counties, Cities, etc. - hence the mess. On the other hand, the President can (theoretically) declare martial law to enforce uniform compliance during a pandemic like this, although it's unlikely this will happen. Also, I guarantee that once this is all over, the U.S. will freak out, conduct an investigation, and ultimately add new layers of bureaucracy and red tape to the process. I wouldn't be surprised to see the creation of a Virus Czar.

No. They had that term grandfathered in because the term was in their state governments prior to the U.S. government. But they took it from English law.
