“Against a backdrop of historically high inflation and rising nominal and real interest rates, debt service payments remain challenging,” said a Bank report Sovereign Default Database: What’s New In 2023? “General government debt remains elevated as interest rates rise globally,” it added.
Worldwide defaults totaled US$558 billion last year. “The total value of sovereign debt in default increased 35 percent,” wrote researchers.
Governments to default on loan payments included Puerto Rico, Russia, Sri Lanka, Sudan, Ukraine and Venezuela. Major defaults in the past included Mexico in 1982, Chile in 1983, Russia in 1998, Argentina in 2001 and Greece in 2012. The Republic of Ireland in 2010 skirted insolvency after receiving European Union loans equivalent to 40 percent of its GDP.
Two provinces to date defaulted on debts in Canada: Alberta in 1936 and pre-Confederation Newfoundland and Labrador in 1933. No federal government has defaulted on its loans. Cabinet in 2021 raised its debt ceiling 56 percent under the Borrowing Authority Act to a record $1.83 trillion.
Finance Minister Chrystia Freeland in her March 28 budget estimated debt service charges at $43.9 billion this year. The Bank of Canada has since raised its key interest rate on interbank loans by half a point, adding at least $2.3 billion in charges according to a Budget Office calculation.
“Following such a shock of one percentage point federal debt charges go up by $4.5 billion,” Budget Officer Yves Giroux said in 2021 testimony at the Commons finance committee. Cabinet even before recent rate hikes projected debt interest payments would cost $46 billion next year.
“I think it’s really important to put numbers in context,” Minister Freeland testified May 16 at the Commons finance committee. “Without context numbers are meaningless. Our debt service charges are low in Canada’s historical context and they are low compared to what our peers in the G7 are paying.”
“Our debt service charges are absolutely handleable,” said Freeland. She did not elaborate. The Department of Finance projected at now-eclipsed rates that debt servicing would cost taxpayers $50.3 billion by 2027, double the pre-pandemic cost.
“You have to pay the money back,” Conservative MP Adam Chambers (Simcoe North, Ont.) told the finance committee. “Through an entire cycle we haven’t paid any money back. The government said it was just going to run a couple of small deficits when it started and now they are as far as the eye can see.”

Alexei Navalny is a political dissident in Russia. He is Putin's most vocal critic. He has been in prison multiple times for protesting against Russia. He came in 2nd in an election for Moscow Mayor. His prison sentence was suspended about a decade ago when the European legal community got involved, calling his trial corrupt. The German Government have confirmed that he was once poisoned by a Russian nerve agent. Moscow denies involvement. He continued to go in an out of prison from there. His first major jail sentence came about a decade ago, he mounted some of the largest protests Russia had seen since the 1962 Novocherkassk massacre where 1000s were slaughtered by the Russian Army, simply for protesting for more food and pay. 1000s of Russians were imprisoned during this protest. 2 years ago, literally RIGHT BEFORE Russia's invasion of the Ukraine, Navalny started with another organized round of protests. 10,000s of Russians protested even though protesting was BANNED by Putin. Navalny was already serving a total of 11.5 years in sentencing in one os the strictest Russian penal colonies in the country and is now considered an "Etremeist". This week he was sentenced to an ADDITIONAL 19 years in prison. Navalny's words: "Nineteen years in a maximum security penal colony. The number does not matter. I understand perfectly well that, like many political prisoners, I am serving a life sentence. Where the life sentence is measured by the length of my life or the length of the life of this regime," said Navalny.
"The sentencing number is not for me. It's for you. You, not me, are being frightened and deprived of the will to resist. You are being forced to surrender your Russia without a fight to the gang of traitors, thieves and scoundrels who have seized power. Putin must not achieve his goal. Meanwhile, people from the area of the original 1962 massacre see the world very differently.
They are still traumatized from the slaughter of 1962 and wouldn't dare protest.
But then, this is likely the EXACT reaction that Putin was trying to get from Russia after he attempted to poison, sentance, imprison and silence Navalny.
That's how bullies work their magic.
