I'm a little late with this, and I never saw the book in person, but there's a promo comic from '49 or '50 that received a 10.0. It's some sort of Dental/toothpaste giveaway and 4 or 5 were found and all graded at 9.8 or above by CGC.
There was a thread on the "old" boards about this several years ago.
