So scratches on a case do not affect the grade of the comic, correct? I find it absolutely humorous that collector's just have to have the case in near pristine condition and even bag the cases for protection. I suppose it would be nice if the case was perfect, but ultimately it shouldn't really matter.

Except for the fact that CGC is shipping a ty product that looks like someone took a piece of sandpaper to it. I agree that a scuff or two shouldn't matter but when CGC is promoting it's cases as crystal clear and using terms like "superior optics" and then it sends cases to its customers looking like that, it's not acceptable. They come up with this new case that looks much better and clearer than the old cases and yet you have rampant newtons rings and now these scratched cases. They don't proactively fix or solve any issues. They only react after people start to complain. The company is becoming a joke.

You could have a valid point. Is there ample evidence that the scratches do not have an impact on grading? I don't think the issue has been market tested in any meaningful manner yet, to determine one way or another.
I think a meaningful test of personal opinion is: if 2 comics are graded the same, and both are in the same type of case, and were graded about the same time, and neither has Newton Rings, and both are for sale at the same price, and one has scratches, which one would be preferred if buying?
Then extend the question by adding a $ amount. Start at $100.00. Then go to $250.00. Then go to $500.00. Then go to $1,000.00.
At which number does it not become humorous? At which price point does it matter? Consider if the comic had to be sold quickly, which one would sell first?
What matters and what is humorous always has a price, I think.
