This is such a mess.
Apparently, BOTH grading companies have announced (although I haven't seen CGC's announcement) that this tract is the first appearance of Rick and Morty in a comic book.
Unfortunately, neither CGC nor CBCS were aware that different versions of the tract exist, so now they're scrambling to find out whether these versions reflect subsequent printings or counterfeit reproductions. Up until now, collectors have been doing all the research and analysis which ultimately pointed out the issue.
The differences between the tracts are fairly major, with variations in the number of staples and the colors used.
The market has predictably reacted to the news, yet no one is really sure what they are buying or selling.
Mistakes happen, but this one seemed entirely avoidable if due diligence had been used.

PS - I'm unsure why a tract like this is being treated any differently than an underground comic. Undergrounds are typically not graded by the Big Two because of the ease of reproduction.

linkApparently, CGC finally changed their stance as well. Good. This is from a facebook post by Michael Sorensen. A date was not included, so I don't know when this change occurred.
