Newton rings may not hurt the comic book, but they can hurt you financially in two ways: 1) No one wants newton rings on their cases. If you are selling graded books with newton rings and competing against similar books without newton rings, basic economic theory states that your books will sell for less and take longer to sell. 2) If you are selling a graded book with newton rings and you do not disclose this fact, you run the risk of returns for defective cases and "item not as described" from PayPal, eBay and credit card charge-backs. You can expect to pay the round-trip shipping charges as well. If you DO disclose the newton rings, or your pictures clearly show them, see #1 above.
It's interesting to see how sellers are dealing with #2 above. They are clearly trying to protect themselves from this threat. gdcomicsbad_astronaut_collectibleseternitycomicsgancismadmen2014reaperv21

If I ever sell a slab on ebay with rings, you can be damn sure I'm going to use similar wording in the listing This is comedy gold if you take it a bit further. ExampleI love this book but hate the case. I'm selling it because it's stinking up my collection. I think it looks like dog . I hate it. I recommend that you DO NOT BUY this book. Did I mention that I think it looks like crap? If you DO buy this book, there's no way in hell I'm taking it back so don't even try. YOU'VE BEEN WARNED!!!

This is interesting, and reinforces my belief that this problem is thickness-related with regard to the limited options CGC has for various sizes of books. Note1) Both books are FF52. 2) They were graded a full month apart from one another. 3) One is SS and the other is Universal. 4) Both share near-identical newton ring severity. Those look petty bad. I got my order back last week, and while there was a little bit of newton rings on the back of a couple books, none were as bad as those pictured.

I am not an expert on newton rings and have only skimmed over this topic, one thing I do know for sure is this...YOUR ENCASED GRADED BOOKS SHOULD LOOK PRETTY AND BE DISPLAYED WITH PRIDE...NOT EMBARRASSMENT!!!

The newton rings decrease the fappability of this Vampirella V.4 #8 CGC 9.8 Photo Cover variant. Just sayin, that will have a pronounced effect on FMV.

Those yellow covers make the characters look like they're surrounded by "The Companion".
